The Honorable Francis J. Harvey, Secretary of the Army, answers a question posed by a Multi-National Division -- Baghdad Soldier on equipment shortages within Iraqi army ranks. Harvey spoke of the importance of setting up a multi-billion dollar budget plan for the Ministry of Defense to operate so the army can acquire resources. Harvey visited troops here Thursday as part of his week long trip to Iraq to assess quality of life and receive feedback on current issues affecting Soldiers. Harvey tackled tough questions from troops ranging from plans to fix Iraqi equipment problems to possible legislation dropping the age of retirement to 55.
