Using the tailgate of his SUV as a workstation, U.S. Army Staff Sgt. Jason Brower, a veterinary technician with the 360th Civil Affairs Brigade Functional Specialty Team, fills a syringe to be used to inoculate livestock during a veterinary civic action project in a rural village in Tanga, Aug. 21, 2009. This is the final phase of Operation Honest Talon, a three-phase VETCAP sponsored through the collaborative efforts of Combined Joint Task Force-Horn of Africa, the Tanzanian government and the U.S. Embassy in Tanzania.
