Chairman of the Joint Chiefs of Staff, Adm. Mike Mullen, speaks with Lt. Cmdr. Robert DiSpaldo in Bogota, Colombia, using the Broadband Language Training System at the Defense Language Institute Foreign Language Center in Monterey, Calif. The BLTS program is an emerging distance learning program dedicated to deliver real time foreign language training to non-resident Department of Defense linguists via broadband technologies. Mullen visited DLIFLC the day before being inducted into the Hall of Fame at the nearby Naval Postgraduate School in Monterey.
