150529-N-VJ282-032 NAVAL STATION ROTA, Spain (May 29, 2015) – Machinist’s Mate 3rd Class Jonathan Seabrook, right, is pinned to second class petty officer by Machinist’s Mate 2nd Class Matthew McDonald during a frocking ceremony. During the ceremony, 18 Sailors assigned to NAVSTA Rota were frocked to their new rank. Frocking is a Navy tradition that provides the selected Sailors an opportunity to wear the uniform and take on the responsibilities of their new rank before they are formally advanced.
