Carolyn Welsh, the Chester County Sheriff, watched the Air Force KC-135R Stratotanker refuel another aircraft through a window at the boom operator dock below the refueling aircraft. Welsh participated in the “Boss Lift” hosted by the Employer Support of the Guard and Reserve (ESGR) at Joint Base Andrews May 14.
