Brig. Gen. Frank Muth, director, Army quadrennial defense review office, gives his remarks about serving with Chief Warrant Officer 4 Matthew Lourey and Chief Warrant Officer 2 Joshua Scott, Fort Bragg, N.C., May 1. Lourey and Scott were OH-58 pilots assigned to 1st Squadron, 17th Cavalry Regiment during a deployment to Iraq in 2005 who were killed in action when their OH-58 came under small arms fire.
