Army Brig. Gen. Chris Leins, Combined Joint Task Force - Horn of Africa deputy commander, presents Army Sgt. Maj. Samuel Stoner with the Legion of Merit Medal, July 21, for exceptionally meritorious service during his 40-year career of honorable military service to the United States. Sgt. Maj. Stoner was deployed for 11 1/2 months to Djibouti as the joint intelligence chief and senior enlisted advisor. The service members of CJTF-HOA employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
