Command Sgt. Maj. Kevin Whitaker, the incoming command sergeant major of 60th Troop Command, speaks to his units after being introduced as the brigade’s new command sergeant major during a change-of-responsibility ceremony at the Claude T. Bowers Military Center in Raleigh, North Carolina, April 12, 2015. The ceremony signifies the relinquishing of the command authority from the outgoing senior noncommissioned officer to the incoming senior NCO as well as reminds the soldiers of the unit that the senior NCO is responsible for the good order and discipline of the troops.
