Exercise Balikatan

The engineers, along with U.S. Navy Seabees from Naval Mobile Construction Battalion 5, are part of the Joint Civil-Military Operations Task Force on the island of Panay, which is constructing two classrooms at the school. Balikatan, which means “shoulder to shoulder” in Filipino, is an annual bilateral training exercise aimed at
