    Exercise Balikatan       

    The governor of Capiz province, the honorable Victor A. Tanco Sr., welcomes Armed Forces of the Philippines and U.S. service members from the Combined-Joint Civil-Military Operations Task Force on the island of Panay, Philippines, at an office call during Balikatan 2015, April 8.
