James Kelly, dean of the College of Operational and Strategic Leadership at U.S. Naval War College (NWC) in Newport, R.I., addresses new students in the Maritime Operational Planners Course (MOPC). Kelly, a retired rear admiral, talked with students about how demand from the fleet led to the development of the course and the need for increased planning capability fleetwide. Kelly also told students the course is both rigorous and rewarding. MOPC is an 11-week course that develops planners capable of performing in dynamic, complex, and high-tempo maritime operational environments. The course is available to select mid-career officers for assignment to a maritime headquarters. MOPC produces officers capable of forming, organizing and leading operational planning teams. The curriculum is based on Navy, naval, and joint doctrine as well as emerging concepts at Fleet Maritime Operations Centers (MOC) and observations from the Naval War College‘s Assist and Assess Team fleet visits. Graduates of the MOPC are designated Maritime Operational Planners.
