GREAT LAKES, Ill. (February 27, 2015) – Intelligence Specialist 1st Class Johnetta Heckard, passes the word over the 1MC shipboard announcing system from one of the bridges aboard the Navy’s largest simulator, USS Trayer (BST 21), at the Navy’s only boot camp, Recruit Training Command (RTC), during the 2014 Chief of Naval Personnel (CNP)/Manpower, Personnel, Training and Education (MPT&E) Sailor of the Year (SOY) week here, Feb. 27. CNP, Vice Adm. William F. Moran, named IS1 Heckard, the junior enlisted IS (Intelligence Specialist) detailer from Commander, Navy Personnel Command (NPC), the CNP/MPT&E SOY at a luncheon ceremony held in the Port O’ Call Banquet and Conference Center on Naval Station Great Lakes Feb. 27. The finalists were Heckard; Hospital Corpsman 1st Class Sharon N. Barker (not pictured), from Recruit Training Command (RTC), Great Lakes; and Navy Counselor 1st Class Ryan A.
