GREAT LAKES, Ill., (February 27, 2015) – Finalists (far left) for the 2014 Chief of Naval Personnel/Manpower, Personnel, Training and Education (MPT&E) Sailor of the Year (SOY) salute the colors at a Pass-In-Review (PIR) graduation at Recruit Training Command (RTC). Chief of Naval Personnel, Vice Adm. William F.
