Okinawan firefighters simulate recovering a casualty from a collapsed building on Camp Kinser with technical rescue techniques Oct. 28 during Exercise Constant Vigilance 2014 here. The annual exercise prepares U.S. forces, the local and prefectural government, civilians, emergency personnel and the Okinawa-based Japan Self Defense Force to work side-by-side in response and recovery efforts following a catastrophic natural disaster. Following the exercise, participants are able to refine their tactics, techniques, and procedures, which ultimately lead to faster and more coordinated response capabilities and potentially more lives being saved.
