Ellen Rowe, a firefighter with I Marine Expeditionary Force, ignites a cutting torch for urban search and rescue training with the San Francisco Fire Department at Treasure Island, Calif., Oct. 10, during San Francisco Fleet Week 2014. Interoperability training enables civil-military agencies and personnel to share techniques and procedures, which also gives them the opportunity to gain understanding of the roles, responsibilities and capabilities of each agency.
