Oregon Army National Guard Capt. Mark Timmons, action officer with Oregon's CBRNE Enhanced Response Force Package (CERFP), grips a climbing rope used to practice ascending a broken structure, Sept. 23, at the 249th Engineer Brigade Headquarters in Vietnam, during a week-long search and rescue technique exchange as part of the Oregon National Guard's State Partnership Program. Nearly 75 Vietnamese engineer officers, including representatives from Vietnam’s major mining organizations, took park in the training and information exchange. The Oregon National Guard formally began its partnership with Vietnam's National Committee for Search and Rescue (VINASARCOM) in November of 2012. The partnership is designed to enhance the capabilities of VINASARCOM and the Oregon National Guard in areas of light and medium urban search and extraction and medical first response in disaster situations.
