Vice Adm. William F. “Bill” Moran (right), chief of naval personnel (CNP), congratulates Seaman Recruit Leroy J. White from Locust Grove, Va., for receiving the Navy Club of the United States Military Excellence Award at the weekly Pass-In-Review graduation in the Midway Ceremonial Drill hall at Recruit Training Command (RTC), the Navy’s only boot camp, Sept. 12. Moran made his second visit to the Navy’s only boot camp and was the reviewing officer at the weekly Pass-in-Review (PIR) graduation. More than 830 recruits officially became Sailors at the PIR.
