Juan M. Garcia III, assistant secretary of the Navy for manpower and reserve affairs, congratulates recruits following a capping ceremony at Recruit Training Command. A capping ceremony is where recruits officially become Sailors by donning their Navy ball caps after successfully completing Battle Stations aboard the damage control simulator USS Trayer (BST 21). More than 713 recruits officially became Sailors at the weekly pass-in-review graduation. RTC trains more than 37,000 Sailors annually. (U.S. Navy photo by Scott A. Thornbloom/Released)
