Juan M. Garcia III, assistant secretary of the Navy for manpower and reserve affairs, congratulates recruits following a capping ceremony at Recruit Training Command. A capping ceremony is where recruits officially become Sailors by donning their Navy ball caps after successfully completing Battle Stations aboard the damage control simulator USS Trayer (BST 21).
