Iida Shigeru, owner and cook of Tsunami, a Yokosuka eatery, prepares his version of the U.S. Navy burger for Yokosuka Mayor Ryoichi Kabaya. Kabaya shared the recipe with 10 local restaurants who all unveiled their unique version of the dish. Rear Adm. James Kelly, commander, Naval Forces Japan, presented the burger recipe to Kabaya in November as a gesture of friendship.
