Off-duty Iraqi policemen wait to enter the Karada polling site to vote during the "special" voting day of the provincial elections Jan. 28. The vote took place in advance of the general provincial election, which is scheduled for Jan. 31, to accommodate Iraqi security forces, detainees, hospital patients and other special needs cases.
