Nouri al Maliki, Iraqi's prime minister, addresses an excited and raucous audience during a reopening ceremony for the historic Mutanabi Book Market in the Rusafa District of eastern Baghdad Dec. 18. The Market closed March 5, 2007, after a suicide bomber detonated a vehicle-borne improvised explosive device, which killed 52 Iraqi citizens and injured 104.
