Mullen, Chairman of the Joint Chiefs of Staff, and Victor Daoud, an Army Linguist with Task Force Lightning, at Contingency Operating Base Speicher, near Tikrit, Iraq, Dec. 18. Mullen was among many U.S. military leaders in Iraq to welcome Task Force Lightning to the northern Iraq region.
