Cmdr. John Kropcho III is presented the Legion of Merit by Rear Adm. Bruce Grooms during a change of command ceremony aboard the Los Angeles-class attack submarine USS Jacksonville at Naval Station Norfolk. Kropcho, who was relieved by Cmdr. Tyler Meador, also retired at the ceremony after serving the Navy for 24 years. Jacksonville recently returned from its first deployment in five years.
