The official party of Louisiana National Guard Soldiers and national, state and local officials slice through the yellow ribbon during a ceremony at 61st Troop Command's new readiness center located at the Gillis W. Long Center in Carville, La., Dec. 4. The ceremony marked the official opening of the 4.1 million project, which began after the unit's headquarters sustained extensive damage during Hurricanes Katrina and Rita in 2005.
