Capt. Rob Shafer delivers remarks at the dedication ceremony for the Daugherty Memorial Assessment Center, a 39,000 square-foot, state-of-the-art assessment center at the Naval Surface Warfare Center, Corona Division. The center is named after Petty Officer 1st Class Steven P. Daugherty, who grew up near the Southern California naval base and was killed July 6, 2007 by an improvised explosive device.
