Robert Reilly Jr., left, commander, Military Sealift Command, and Jack Taylor, the director of Military Sealift Fleet Support Command, applaud the unveiling of the Merchant Marine memorial during the dedication ceremony of the new headquarters building. In January 2003, MSC, headquartered in Washington, embarked on a major effort to transform the command, including its more than 110 active ships, 9,000 strong workforce and global operations into a streamlined 21st century organization.
