Pierre Larkin, Combined Joint Task Force-Horn of Africa Contingency Contracting Office deputy chief of contracts, assists a local Djiboutian vendor during a Djiboutian business exchange at the Djibouti Chamber of Commerce, March 12, 2014. The purpose of the business exchange was to train local Djiboutian business owners and vendors how to conduct business with the U.S. government. The training focused on basic contracting processes, to include contract development, delivery and performance, payments, solicitation, the different categories of contracts, and register in online databases.
