CAPE CHARLES, Va.-Coast Guard Petty Officer 1st Class James Ballard sits at the helm of a 41-foot motor lifeboat at Coast Guard Station Cape Charles June 3, 2011, after being awarded the Cmdr. Ray Evans Oustanding Coxswain Trophy, which annually recognizes the best boat driver in the Coast Guard. Ballard received the trophy and the Coast Guard Achievement Medal he wears for, among other reasons, a daring rescue of the crew of the fishing vessel Mandy Lee on Dec. 5, 2010, while driving this same boat.
