SAN DIEGO - The motor vessel California Responder simulates an oil spill 30 miles west of San Diego by applying a non-hazardous, green dye into the water May 11, 2011. Federal, state and local agencies came together in Oceanside, Calif., to participate in the 2011 Preparedness for Response Exercise, a triennial requirement mandated by the Oil Pollution Act of 1990, and served as a forum to educate the community and improve the skills of everyone involved in their ability to effectively respond to a pollution scenario off the California Coast.
