SEATTLE - Frank A. Massaro, a deckhand for King County water taxi Rachael Marie, is awarded the Public Service Commendation by Rear Adm. Gary T. Blore, Thirteenth Coast Guard District Commander, at Pier 50 here, Tuesday, Oct. 19, 2010.
