    Cain retired after 27 years of service to the Coast Guard, seven of which were spent as the sole marine inspector for southern Washington and northern Oregon.
    The Coast Guard Commendation Medal is awarded to service members who, while serving with the Coast Guard, distinguish themselves by heroism, outstanding achievement or meritorious service above normally expected and worthy of special recognition.
