    ALAMEDA, Calif. - Coast Guard Petty Officer 1st Class Julian Bell, a marine science technician stationed at Sector San Francisco's Prevention Department, inspects the engine room aboard the Royal Stella, a Panamanian-flagged chemical and oil vessel moored in Richmond, Calif., during a routine inspection of the ship Feb 19, 2010. The inspection of the ship included a thorough examination of the ship's deck, engine room, super structure and the ship's environmental safety and compliance documents. Although the vessel's cargo consisted of molasses and coconut oil, the same detailed inspections are conducted on other vessels carrying more potentially environmentally damaging cargo.
