Moore was among a group of 21 other people from the Coast Guard Cutter Dallas who took a 45-minute bus ride from where the cutter is moored in Burgas, Bulgaria, to the orphanage, which houses 51 people with mental disabilities, ranging in age from three to 25 years old.
