Charles Wurster, commanding officer of U.S. Coast Guard Pacific Area, walks back to the U.S. Coast Guard Cutter Boutwell, a 378-foot High Endurance Cutter stationed in Alameda, Calif., after the China coast guard's welcoming ceremony for the Boutwell here on Thursday. The Boutwell arrived here as U.S. Coast Guard representatives for the North Pacific Coast Guard Forum (NPCGF). This forum was established to improve international maritime safety and security by meeting with foreign coast guards' from China, Japan, Korea, and Russia.
