Colonel Rick Moore, 436th Airlinft Wing commander, drives an Oshkosh heavy utility tractor Oct. 15, 2013, on Dover's Runway 19 while scrubbing rubber fromt he aldning area of the runway. Moore and other senior leders joined members of the 436th Civil Engineer Squadron, pavement and heavy equipment operators section, as they removed rubber from Dover's runways.
