The guests of honor for the ceremony were U.S. Navy Rear Adm. Hugh Wetherald, commander, Amphibious Force 7th Fleet and Philippine Marine Maj. Gen. Romeo Tagalgo, commandant of the Philippine Marine Corps. PHIBLEX is an annual, bilateral training exercise conducted by the Armed Forces of the Philippines, U.S. Marines and Navy in order to strengthen interoperability across a range of capabilities to include disaster relief and contingency operations.
