Double-crested cormorants on East Sand Island near the mouth of the Columbia River consume about 11 million juvenile salmonids annually. The young fish, listed under the Endangered Species Act, migrate through the estuary to the Pacific Ocean. The Portland District releases a draft Environmental Impact Statement June 12 that addresses management of the cormorant colony.
