Steven Poulin, federal on scene coordinator of Incident Command Post (ICP) Mobile, Ala., speaks at an open house here, July 17, 2010 to discuss the Deepwater Horizon oil spill response with concerned citizens and members of the print and broadcast media. ICP Mobile is charged with managing oil spill response efforts in the states of Mississippi, Alabama and the Florida panhandle. The Deepwater Horizon response is the largest in U.S. history.
