  • General Frank J. Grass, Chief of National Guard Bureau, delivers a speech during a retirement ceremony for Maj. Gen. Raymond F. Rees, Adjutant General, Oregon. Rees, a 1966 West Point graduate, retired after 47 years of service and three terms as Oregon's adjutant general. The ceremony was held on the steps of Oregon's capitol building, July 13, with more than 800 Soliders and Airmen in formation to honor a Vietnam-era officer still serving the nation today on the occasion of his retirement.
