The Theater Field Confinement conduct a change of command here Jan. 31. Cmdr. Vincent F. Costantini, the outgoing Theater Field Confinement Facility commander and Trenton, N.J., native, assumed command January 2011 and will report to the 5th Naval Expeditionary Logistics Regiment in California.
