Frank earns USSTRATCOM award

BAGRAM AIR BASE, Afghanistan - Lt. Col. Seth Frank, 755th Expeditionary Security Forces Squadron commander, was presented a congratulatory memorandum from U.S. Air Force Gen. C. Robert Kehler, U.S. Strategic Command commander, here via Col. Glen Christensen, 455th Expeditionary Base Defense Group commander, deployed from Lackland Air Force Base, Texas, and a native of Madelia, Minn., for winning the 2013 Gen. Larry D. Welch Deterrence Writing Award Oct. 28, 2013.

“It is obviously an honor to have my thoughts and research recognized at this level. Hopefully the work adds somewhat to the intellectual debate on the future of US strategic nuclear deterrence,” said Frank, who’s assigned to the Pentagon, Washington, D.C., and a native of California, Mo. “I credit my wife for proofing my rough drafts countless times, and tirelessly and constructively critiquing my efforts to capture thoughts and arguments in the paper.”

The annual award, sponsored by USSTRATCOM, recognizes the most outstanding paper in the field of deterrence studies and is designed to encourage critical thinking on the theory and application of strategic deterrence.
