    QUANTICO, Va. - The Base Property Control Office will issue its annual data call in late December for the fiscal year 2014 furniture requirements and warehouse modernization equipment, from desks and chairs to file cabinets and modular furniture.

    In the next few months, Quantico commands and tenant activities should start reviewing their furniture and equipment requirements for the year 2014.

    The deadline for submitting requirements is April 5.

    “The more details units provide us about what they want, the better chance they have of getting what they need,” said Monte Selbe, PCO officer, adding that the PCO will assist units in compiling their requirements, so long as they don’t wait until the last minute.

    “If units don’t answer the data call, there will be no funding available to support their requirement,” Selbe said.

    “It all has to be pre-budgeted. There is not a pot of money waiting for the customers to come along with a requirement.”

    The data call goes out to each of the Marine Corps Base Quantico staff sections, commands and tenant activities aboard the base. These units will push this information down to their subordinate organizations and consolidate and prioritize requirements.

    Supported commands and tenant activities should compile a list of all furniture requirements for their commander’s signature and forward them to Property Control.

    Commands are encouraged to seek assistance from ServMart vendors when building their requirements. PCO can also recommend other vendors approved by the General Services Administration to assist with the development of requirements.
    In the current, harsh fiscal environment, Selbe said, requests need to be mission-essential and prioritized, in case they cannot all be funded.

    “It’s not a wish list,” he said.

    Those who don’t need equipment are required to send a negative response to the data call.

    The PCO then will research and verify each requirement.

    “When we get a requirement, I literally visit the command to verify what they are requesting and what the total requirement consists of,” Selbe said.

    After the PCO consolidates the requirement, the package will be reviewed and endorsed by the Logistics Division and forwarded to Headquarters Marine Corps for review and consideration for funding.

    Sometimes, tenant commands have come to him with waivers to spend their own money on equipment that should have come through Property Control, Selbe said. He noted that Marine Corps orders dictate that commands should only spend money on furniture in an emergency, likening the situation to a landlord-tenant relationship.

    “The base is the landlord, and we rented you a furnished apartment. If something breaks, you call the landlord,” Selbe said.
    In some cases, he said, he may be able to find used furniture or buy new equipment with money that might be left over at the end of the year.

    The data call also solicits requirements for warehouse modernization, although Selbe said the base has no major warehouses. The smaller warehouses typically request items like shelving, pallet jacks and dollies.
