    WASHINGTON - The Joint Task Force – National Capital Region commanding general, Maj. Gen. Michael S. Linnington, hosted a reception to facilitate relationship building among the senior leadership and key decision makers for the Presidential Inaugural Committee, Joint Congressional Committee on Inaugural Ceremonies, Interagency Partners and JTF-NCR members providing support to the 2013 Presidential Inauguration Nov. 20 at the Fort Lesley J. McNair Officers’ Club.

    The social was a time for all key participants in the planning and coordination of inaugural events to gather to forge bonds and working relationships between their respective organizations.

    “The reception is a way for us to acknowledge all of the mission partners participating in the 57th Presidential Inauguration,” said Brig. Gen. James P. Scanlan, deputy for inaugural support, JTF-NCR. “There is no one entity that plans and executes the inauguration; we all work together as a team to ensure mission success.”

    JTF-NCR also serves as the DoD liaison to the Joint Congressional Committee on Inauguration Ceremonies (JCCIC) and the Presidential Inaugural Committee (PIC).

    The PIC is a non-profit organization representing the president-elect. This organization is responsible for organizing and funding the inaugural events of the president-elect and vice president-elect. These official events may include: opening ceremonies, the inaugural dinners, the inaugural parade and the inaugural balls. Because the PIC is not formed until after the November election, JTF-NCR provides invaluable assistance to the PIC by collecting applications from prospective parade participants, providing planning and logistical support to the parade, and coordinating ceremonial participation by military units.

    The event was scheduled after the election to ensure the attendance of all key inaugural participants, particularly the PIC.

    “Our ability to collaborate seamlessly with all of the agencies involved in the inauguration is absolutely critical in order to put on the very best event we can,” said Scanlan.

    JTF-NCR works with the PIC and JCCIC to coordinate and process requests for military ceremonial support at inaugural events. This support is traditionally comprised of musical units, marching bands, color guards, salute batteries and honor cordons, which render appropriate ceremonial honors to the commander in chief.

    The JCCIC plans and executes all Inaugural activities at the United States Capitol, including the Inaugural swearing-in ceremony of the President and Vice President of the United States and the traditional Inaugural luncheon that follows.

    The JCCIC comprises the Senate Majority Leader at the time of appointment, the Chairman and ranking member of the Senate Committee on Rules and Administration, the Speaker of the House of Representatives and the majority and minority leaders of the House of Representatives.

    According to Linnington, military participation in inaugural events is a corner stone to military traditions in our country dating back more than two centuries.

    “On April 30, 1789, President George Washington left his home on Mount Vernon to travel to New York City and met up with Army officers, militia and veterans from the revolutionary war, marched down the streets of the city and was sworn in as the first president of the United States,” The Maj. Gen. said. “That tradition, which started more than 220 years ago, continues today as we celebrate the inauguration a few months from now. I am thrilled that we have this opportunity as members of the Department of Defense to support the administration and conduct of the Presidential Inauguration.”
