    HERAT, Afghanistan – Forward Support Base Herat hosts a high level familiarization visit to Herat Civilian Airport and Forward Support Basefacilities related to the Airport Transition Plan.

    On Aug. 16, a delegation from Kabul arrived at forward support base in order to have an “on the ground” familiarization visit with the Herat Airport current status of facilities and infrastructure. The aim was to have an insight to assess the future transition process of the airport services from ISAF to Afghan civilian aviation authorities.

    The delegation was composed by representatives and advisers of Afghan Ministry of Transportation and Civil Aviation, U.S. Embassy in Kabul, U.S. Consulate in Herat, NATO-IJC/CADD officers, Italian Development and Cooperation Agency, and other civil aviation related entities, who are the main actors in aviation management.

    Upon arrival they were welcomed by RC-West DCOS Stability, Col. Melillo, FSB Herat commander, Col De Palma, Herat airport manager, Mr. Azimi, Afghan Border Police chief, Col. Sharif and Afghan Air Force detachment commander, Col Abdulhakim.

    A walking tour was followed to the civilian areas of the airport such as the new passenger terminal, the old control tower, the firefighting station and the airfield movement area (runway, taxiways, apron, etc.)

    Afterwards they were transferred to the Forward Support Base Herat, where they visited and were briefed on the spot, on the military air traffic control tower, firefighting section and infrastructure areas.

    To complete the program, Col. Mellillo briefed on the status of the transition project and explained the work that has been carried out so far by RC-West. Col. De Palma, presented the foward support base role for the transition process and presented the five different functional areas that will be designed to train Afghan personnel to eventually run the airport services, namely, ATC, flight safety, firefighting, passenger handling and infrastructure.

    After the presentations, a fruitful discussion followed up which allowed a good level of understanding among the participants of the different challenges that lay ahead in the transition process in which the next step will be to address two main areas: personnel recruitment by MoTCA and provision of equipment and infrastructure by donors. The visitors will continue this work back in Kabul.

    They stated that an important work has been done although there is a lot still to be done. They expressed also their satisfaction for the result of the visit and that they will endeavor to have a fully operational civilian airport in the city of Herat in the future.
