    BOSTON — In a quiet auditorium in the Barnes Building here, contract management office commanders and directors recently briefed Defense Contract Management Agency region and agency-level leaders on the past year and a half of activities.

    “Regional performance reviews are one of the tools that the Operations Directorate uses to monitor and influence performance of agency requirements,” said Richard H. Fanney, DCMA deputy chief operations officer.

    “These reviews are also an invaluable forum for communication with our CMO commanders and deputies,” continued Fanney. “We can provide guidance to a large group at once so they all hear at the same time and are able to ensure agency priorities are being met.”

    Mark L’Ecuyer, Eastern Regional Command deputy commander, began the review, providing a regional perspective and introducing the template CMO leaders would use in following presentations.

    L’Ecuyer was followed by either the commander or a senior representative from each of the region’s 17 CMOs, who presented performance indicators compiled during an 18-month period from October 2011 to May 2012. While each office used a common template, each told a unique story. These ranged from challenges in staffing to successes like dramatic improvements in contractor on-time deliveries.

    “Through these reviews we are able to ensure that requirements are having a consistent application of resources,” said Fanney, “that identification of problems is resulting in action items and plans that lead to positive performance levels, and specific problem areas are appropriately addressed.”

    Fanney said the CMO and region leaders did an excellent job of putting together a transition book for the incoming regional commander, Navy Capt. Russell G. Pendergrass, who assumed command the following day.

    “This will be homework for him,” said L’Ecuyer. “We’ll be sitting down next week to go over this information so he starts with a full picture of the region.”

    For Fanney, the review enhanced what worked well during a recent Central Regional Command review and last fall’s Western Regional Command review. “It took us another step forward. I’m looking forward to the next western review this summer to see where that takes us.”
