    PRT meets with government officials to discuss the Western Market

    KANDAHAR PROVINCE, Afghanistan – Senior Chief Petty Officer Anthony Williams from Norristown, Pa., infrastructure specialist for the Kandahar Provincial Reconstruction Team-Military met with Hanif, Director of Urban Development and Nabi, engineer for the municipality to discuss details on the western market at the Government Circle in Kandahar City, May 3.

    The meetings primary mission was to coordinate a Government Islamic Republic of Afghanistan involvement with the project. Hanif, working at the provincial level inspects major urban projects; while Nabi works hands on the projects.

    “Municipality and Urban Development are working together and sharing ideas to progress this project,’ said Hanif.

    The western market project has two phases. Phase one will be completed by the municipality which consists of; land clearing, boundary wall, drainage and grade, water wells and water distribution, and access roads. Phase two will be a combined effort with urban development, municipality, and coalition forces which consists of installation of the buildings and shops; approximately 370 shops, and power generation. The project’s currently in its infant stage.

    “We’ve created a conceptual design for the building portion of the project, said Williams, which is open for changes and discussion, we can make modifications to the design now so when construction start everyone’s on the same page.”

    A modification that came up was the need for two entrance gates on the boundary wall. Through discussion the best result was to add another entrance.

    One of the major concerns for the project is unit cohesion, with the different levels of governance working on the same project, there’s question about people over stepping their boundaries.

    “Municipality, urban development, and coalition forces relationships have to be amicable for this project to run smoothly,” said Williams.

    Putting concerns to rest Hanif said, “Municipality and urban development are working closely together, sharing ideas to progress this project, and we know what roles we are playing within this project.”

    Hanif presented a concern of his, which was continuity. “We need the same people working on a project to have continuity with projects and to have any success.”

    Williams agreed and explain how Mujahed, Afghan civil engineer with KPRT- M, will be the bridge between coalition forces and GIRoA officials; with him comes the continuity.

    “For this project to succeed it needs three defining elements; time, money, and quality, said Williams, balance all these things together to get a worthwhile project.”
