KABUL, Afghanistan -- Just a few months ago, the Afghan National Civil Order Police received accolades from the Ministry of Interior’s top leaders as being, “The honor of Afghanistan.” ANCOP members are the most literate, best trained and most deployed Afghan police force. They also have the highest attrition rate at approximately five percent per month. To develop solutions to this problem ANCOP is reaching out to the best leaders within ANCOP.

During a three day senior leadership seminar and forum, ANCOP leaders worked together to build a stronger ANCOP.

“The leadership needs to share ideas and work together to solve problems. All of our problems that we face can be solved by working together and collectively thinking of ways to better improve. The purpose of this seminar is to develop strong leaders and develop strong policemen,” said Brig. Gen. Abdullah, ANCOP deputy commander.

“The first thing that is important for leaders is training and education. For me, this seminar gives me ideas and examples of how other people do things and I am learning from this. I now feel that I can understand the problems we all face and that, there are ways to make change. I know I am developing into a better leader and I will be in a better position to help my subordinates,” said Obidullah, a Senior NCO of ANCOP’s 4th Brigade.

This seminar is designed to develop stronger leaders; leaders that can create and enforce policies that will provide better benefits such as a balanced work and rest cycle, and a fair promotion system.

According to Abdullah, “We have to look at how we as leaders promote policemen. We have to ensure that police get promoted fairly and evenly. Promotion shouldn’t be based on who you know, but who you are. It should be based on your education, your accomplishments, and your skills.”

There were more than 40 ANCOP leaders that participated in this first senior leader seminar. ANCOP’s goal is to be the example that all Afghan national security forces will follow.

“ANCOP is the most important police force. They are a national force. ANCOP leaders, especially the new commander, Brig. Gen. Zemarai, are aiming to set an example, not just for MOI, but also (the Ministry of Defense). They are the best and they are the honor of Afghanistan,” said Col. Martin Spann, Afghan Police Development, and NATO Training Mission Afghanistan.
