SALANG DISTRICT, Afghanistan -- The Afghan Ministry of Information and Culture held a dedication ceremony for a legal library in the Salang District Center here, Nov. 30. The legal library was one of three that opened in the province this week.
Prominent Afghan figures in attendance included the Salang District police chief, members of the district police force, and local attorneys and judges to include Al Hajj Mului Abdul Satar Ghafari, a retired district judge who brought 80 copies of his new book to donate to the library. The district governor and shura members also attended. Teachers and students from the school located in the district center were invited. These students will be able to use the library for research and studying. U.S. Army attorneys from Task Force Wolverine were in attendance to support their Afghan counterparts in the legal sector.
“Libraries are a critical component in any society, creating a culture of literacy and learning, stimulating change and arming the citizenry with the power and tools necessary to fight corruption in its government,” said U.S. Army Capt. Adam Bushey, from Syracuse, N.Y., a rule of law attorney for TF Wolverine on Bagram Air Field. “Knowledge is power; with it, the Afghan citizens can hold the government responsible and accountable for their actions.”
The ministries project plans for nine legal libraries in the provinces of Parwan, Bamyan and the first public library in Panjshir. The library project is intended to educate the Afghan people in the laws and rules that govern their country. This project puts the resources and tools necessary for education in the hands of Afghan people, often for the first time.
“Salang is one of the poorer districts and because of that we didn’t have the same education opportunities in the past,” said Maj. Gul Aba, the chief of police for the Salang District. “We give you the assurance that we are very interested in education. This opportunity is a good start for our youth to have this opening of the library.”
The project receives funding from TF Wolverine’s Commanders Emergency Response Program. The funding was used to purchase about 250 legal texts per library, and to provide shelves, tables, chairs and other materials used to refurbish the spaces. The dedication ceremony included a lunch provided to all in attendances.
