    PARWAN PROVINCE, Afghanistan – During a visit to the Detention Facility in Parwan on Oct. 20, the Deputy Minister of Education & Literacy, Sarwar Hussaini, spoke to detainees about education and reintegration programs that are available, and continuing those programs once the transition of the DFIP to the Afghan Government is complete.

    Hussaini told the detainee’s that the Government of Afghanistan will continue to work with the United States to continue to improve and increase reintegration programs. He also told the detainee’s that once the transition of the DFIP to the Government of Afghanistan is complete, the Ministry of Education would make every effort to continue those programs.

    Detainees are offered the opportunity to participate in literacy, tailoring, and agriculture which are taught through reintegration in order to help the detainees become successful members of their villages once they are released.

    The Pashto course is six months long, 3 hours per week and helps provide training to a third grade level in reading and writing in their native language. Advanced courses in Pashto and English are offered to the detainees after they complete this course.

    The Agriculture course gives the detainees the opportunity to learn different aspects of farming, to include a look at the difference between drip irrigation and flood irrigation. They can use this information once they have returned to their village to conserve resources and grow food to support their families.

    The Tailoring course teaches the detainees how to use sewing equipment to make their own clothing, and to use those skills to earn income sewing clothing in their village.

    All of the courses are given by Afghan approved instructors and are given to the detainees on a voluntary basis.

    CJIATF-435, in partnership with the Government of the Islamic Republic of Afghanistan and U.S. interagency and international partners, conducts operations in detention, corrections, judicial sector and biometrics. Ultimately, the CJIATF will transition detention operations to Afghan control while promoting Rule of Law practices.

    The 46th Military Police Command, Task Force Peacekeeper, a subordinate CJIATF-435 command, oversees all detention operations in Afghanistan. The task force ensures the safe and humane custody, control and care of detained persons in the Detention Facility in Parwan.

    The DFIP, a state-of-the-art theater internment facility, located several kilometers from Bagram Air Field, was completed in September 2009 and occupied by detainees in late December 2009. The DFIP is equipped with a medical facility, on-site family visitation center, vocational facilities and educational classrooms. The design of the DFIP accommodates detainee reintegration efforts and enables CJIATF-435 to better align detainee operations with the overall strategy to defeat the extremist insurgency in Afghanistan.
