Marine Corps Air Station Futenma is quite well known in Japan. Because of its location, in the middle of heavy residential areas, the air station has become the topic of discussion in the local and Japanese media many times in the past.
Such an attention-gathering base held a two-day festival, Oct. 1-2, 2022, for the first time in three years since the outbreak of COVID-19. The information of the Futenma Flight Line Fair was posted on various social media sites throughout the U.S. Marine Corps bases in Okinawa.
The event was open to the public, and residents of Okinawan communities were welcomed. However, this year, Futenma opened its arms to the Japanese media as well.
Col. Henry Dolberry Jr., commanding officer of MCAS Futenma, explained the significance of the events as the togetherness at the press conference.
"We were physically, socially and spiritually distant for a long time (due to COVID-19)." Dolberry continued, "I want you to walk around and see the community and families bond together in this fair."
The media who accepted the invite were Okinawa Times, Ryukyu Shimpo, Nishi-Nihon (West Japan) Newspaper, Nihon Keizai (Nikkei-Japan Economy) Newspaper, Nihon Hoso Kyokai (NHK-Japan Broadcasting Corporation), Sekai Nippo (World Journal), Yomiuri Newspaper, and This Week in Okinawa.
A few reporters said that it was a rare opportunity to come on base and speak directly to the base commander.
At the press conference, each reporter asked Dolberry questions and voiced concerns. When a reporter raised a question about the purpose of the MV-22B Osprey in Futenma, Dolberry replied that the aircraft can rapidly move personnel and supplies and are used in various aspects throughout the world, hence, he thinks the aircraft is a great asset.
After the conference, the reporters were scattered to observe or cover the event accompanied by media personnel from Communications Strategy and Operations, Marine Corps Installations Pacific.
The fair was organized and operated by Marine Corps Community Services Okinawa to facilitate U.S. personnel and local nationals coming together and forming a stronger alliance. Before the pandemic, it was a place where U.S. military members in Okinawa and local residents could interact each year.
It was full of live entertainment including performances from local bands, martial arts demonstrations, and a performance by Ally Brooke of Fifth Harmony.
There were also displays of military aircraft, such as MV-22B Osprey, UC-12W, KC-130J, along with CH-47JA of Japan Self-Defense Forces, and military vehicles, as well as a car show.
"I was looking for something I can use for my column but also curious to see the base which is close yet far to us-what it looks like behind the fence since we don't get to see this side often," Hajime Nomura of Nishi-Nihon Newspaper said. "One thing surprised me was that ‘open’ means truly ‘open.’" Nomura explained that he did not expect to see more than part of the flightline nor the inside of the Osprey, and felt that they were trying to show it without covering it up.
Although Dolberry is aware of the negative pressure against Futenma, he was happy to see no one protested at the fair. Everyone, SOFA members and local nationals, were smiling. "What you see today is reality. See it yourself and decide what to believe."
According to MCCS, more than 33,000 people came to the two-day festival.
米海兵隊普天間航空基地は、日本ではかなり名の知れた存在である。住宅が密集している場所にあるため、過去に何度も地元や日本のメディアで話題になったことがある。
そんな注目を集める基地が、２０２２年10月１日から２日間、コロナ発生以来３年ぶりに、フェスティバルを開催。普天間フライトラインフェアの情報は、沖縄の米海兵隊基地の各ＳＮＳに掲載された。
フェスティバルは一般市民に開放され、地域住民も歓迎された。しかし今年は、同基地はこのイベントを日本のメディアにも積極的に公開。
普天間基地司令官のヘンリー・ドーベリー・ジュニア大佐は、記者会見でこのイベントの意義を「一体感」と説明した。
「私たちは（コロナにより）長い間、物理的にも社会的にも精神的にも遠ざかっていました」と、ドーベリー大佐。「このフェアでは、地域や家族の絆を歩いて見てほしい」と続けた。
招待を受け、取材に来たメディアは、沖縄タイムス、琉球新報、西日本新聞、日本経済新聞、日本放送協会（ＮＨＫ）、世界日報、読売新聞、Ｔｈｉｓ Ｗｅｅｋ ｉｎ Ｏｋｉｎａｗａだ。
数人の記者は、基地に来て、フェスティバルに向けた記者会見を通じて司令官の言葉を聞くというのは、めったにない機会だと話した。
記者会見では、各記者からドーベリー大佐に質問や疑問が投げかけられた。普天間のオスプレイ配備に関して記者から質問が出ると、大佐は「人員や物を素早く運ぶことができ、世界中でさまざまな場面で使われているので、大きな財産だと考えている」と答えた。
会見終了後、記者たちは米海兵隊太平洋基地広報企画運用部関係者の案内で、イベントの見学や取材に出発。
このイベントは、日米地位協定を締結している沖縄の海兵隊員と地元住民の交流を促進し、日米の同盟関係をより強いものとするために、海兵隊コミュニティサービス沖縄が企画・運営したもので、新型コロナウイルス感染症が流行する以前は、毎年沖縄の海兵隊員と地元住民の交流の場となっていた。
会場では、地元のバンドによる演奏や武道のデモンストレーション、フィフス・ハーモニーのアリー・ブルックによるパフォーマンスなど、ライブエンターテインメントが盛りだくさん。
また、ＭＶー２２Ｂオスプレイ、ＵＣー１２Ｗ、ＫＣー１３０Ｊ、自衛隊のＣＨー４７ＪＡなどの軍用機や軍車両の展示、カーショーも行われた。
西日本新聞の野村肇さんは、「コラムに使えるものを探していたのですが、近くて遠い基地、普段見ることのないフェンスの向こう側がどうなっているのか興味がありました」と話した。「ひとつ驚いたのは、『オープン（開放）』が真の『オープン』という意味だということです。」 野村さんは、滑走路の一部分だけではなく、その大概やオスプレイの内部を見ることができるとは思っていなかった、包み隠さず見せようとしていると感じると説明した。
ドーベリー大佐は普天間基地に対する風当たりの強さを認識しているが、フェスティバルでは誰も抗議せず、隊員やその家族も地元住民も誰もが笑顔だったことを見て嬉しく思ったという。「今日見たものが現実です。自分の目で見て、感じてください。」
海兵隊コミュニティサービス沖縄によると、２日間の祭典には３３，５００人が訪れたという。
